WWE has confirmed to POST Wrestling that the recent changes for the upcoming live event in Mexico City this month are accurate.
On Wednesday, the official WWE Español Twitter account promoted an updated card for the show scheduled for Arena Ciudad on November 30th:

A WWE spokesman responded to POST Wrestling’s inquiry regarding the changes that list Cain Velasquez appearing but no longer wrestling on the show:
Yes, that’s the correct match card right now. But as you know, the match card can and probably will change between now and the live event.
Initially, Velasquez was advertised to be teaming with Rey Mysterio on the show and now, Mysterio is listed for a tag match with Humberto Carrillo against Karl Anderson and Luke Gallows.
